Current Grants

The CICO and SIEC currently are involved in the following grants:

  • Public Safety Interoperable Communications Grant (PSIC) - allocated
  • State  Homeland Security Grant Program
  • Interoperable Emergency Communications Grant Program - through the Office of Emergency Communications  http://www.fema.gov/government/grant/iecgp/index.shtm
  • Byrne Grant (for Sprint ERT)-allocated

If your locality is interested in applying for any of the above grants that have not been already allocated, please notify the CICO, as project ideas will be brought before the Regional Preparedness Advisory Committees for Interoperability (see map and SIEC representative listings to determine your RPAC-I region, as well as how to contact your regional representative on the State Interoperability Executive Committee).  All project applications must be brought before the respective RPAC-I before being brought to the SIEC or CICO for funding consideration.

 

Allocation of the Public Safety Interoperable Communications Grant (PSIC)

The following projects were selected for funding under PSIC and have begun implementation.  For more information on any of the projects below please contact the CICO at (804) 225-3800. 

State Agency Projects:

  • Enhancement of Communications Along Secondary Evacuation Routes-Total-$3,424,701 – IJ 5
    • Involves VDOT, VSP & VDH
  • Strategic Technology Reserve Project -  $800,000 – IJ 1
    • Involves VDEM & VDMA

Locality Projects:

Region 1

  • Installation of 2 Satellite Receivers
    $105,000 – IJ 3 & 7

  •  
    • Lead: Nottoway County
    • Includes Nottoway County, Burkeville, Crewe – Sheriff, Police, EMS, Dispatch
  • Voice & Data Connectivity in EOC/911 centers of Richmond Regional PDC localities, State EOC, VSP & Henrico Co. Jail East
    $3,000,000 – IJ 3 & 7

  •  
    • Lead: Henrico County
    • Includes Ashland, Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent, Powhatan, & City of Richmond as well as linking to the VA EOC, VSP, & Henrico Co. Regional Jail East

Region 2

  • Technology Refresh to the Stafford County Unified Command/Comms Unit
    $165,000 – IJ 6 & 7

    • Lead: Stafford County 
    • Includes Stafford County and will be available to assist the City of Fredericksburg, Spotsylvania, Prince William, Culpeper, King George, Fauquier, Orange, Madison, and Caroline Counties.
  • Installation of Single Site Base Station/Repeaters to Support VHF & UHF Mutual Aid
    $400,000 – IJ 4

  •  
    • Lead: Harrisonburg
    • Includes the City of Harrisonburg, Rockingham County – and will benefit other localities in the area that may require mutual aid assistance

 

  • Installation of Multi-Band Radio Repeater
    $20,000 – IJ 4

    • Includes Fauquier, Clarke, Warren, and Rappahannock Counties

Region 3

  • Installation of Repeaters for 800MHz
    $1,310,000 – IJ 4

  • Establish dedicated frequencies to be common among all participants and have the frequencies at each local dispatch center and capability to patch in

  • Provide Each Jurisdiction in the HR Area with 2 Tactical Audio Switches & 1 Radio Per Switch

  • Tactical Interoperability Through P25 Equipment Installations
    $1,040,000 – IJ 6 & 7

    • Includes Henry County, Martinsville City, Patrick County & the Town of Ridgeway as well as a few North Carolina localities along the border
  • Regional E-911 Center & Tower
    $600,000 – IJ 4

    • Includes he City of Covington, Alleghany County, Town of Clifton Forge and Town of Iron Gate

 

  • Regional Voice & Data Sharing Project

Region 7

  • Connection of i-nets and Creation of Data Exchange Hubs
    $4,985,641 – IJ 2

    • Lead: City of Alexandria
    • Includes Arlington, Alexandria, Manassas, Fairfax City & County, Prince William, and Loudoun – this is part of a joint NCR project with Maryland & the District of Columbia

Grants funding 2003-2006


On occasion, the State Interoperability Executive Committee (SIEC) is given funding to distribute to localities and regions for interoperability projects. Since 2003, $5.6 Million in local interoperability funding has been disseminated to 66 localities within the Commonwealth of Virginia.  In addition, approximately $25.5 Million has been awarded to localities and regions by Federal Interoperable Communication Grants and $55 Million has been spent on communications within the National Capital Region (NCR) since 2003. The map below shows where this funding has been awarded throughout the Commonwealth.

Grants Map

  • The National Capital Region (NCR) has spent $55 million in Urban Area Security Initiative (UASI) funds between FY02-FY05 on voice and data interoperable communications. The National Capital Region (NCR) includes 8 Virginia localities.
  • Charlottesville-Albemarle-UVA awarded a $6 million dollar Federal Emergency Management Agency (FEMA) FY 2003 Interoperable Communications Equipment grant to support a $21 million dollar voice and data regional communications project
  • Virginia Beach Metropolitan Statistical Area (MSA) was awarded a $6 million dollar DOJ Community Oriented Policing Services (COPS) Technology Grant to create the Overlay Regional Interoperability Network (ORION) to create regional voice interoperability.
  • Hampton Roads Planning District Commission received a $6 million Urban Area Security Initiative Port Security Grant to establish a regional SONET microwave and patching system to support data interoperability within the region.
  • Hampton/Newport News/York County Radio Interoperability Grant - $250,000 to purchase Interoperable Radio Interconnect Patching System and 800 MHz Mutual Aid Repeaters.
  • Richmond Metropolitan Statistical Area (MSA) spent $3.3 million in Urban Area Security Initiative (UASI) grant funds on interoperable communication equipment.
  • The Roanoke Metropolitan Statistical Area (MSA) received $866,570 from a 2006 COPS Interoperable Communications Technology Grant to implement the Commonwealth’s Link for Interoperable Communications (COMLINC) that will connect 6 disparate local radio systems.
  • The Lynchburg Metropolitan Statistical Area (MSA) received $1.4 million from a 2006 Community Oriented Policing Services (COPS) Interoperable Communications Technology Grant to implement COMLINC that will connect 20 disparate local communication systems.
  • Region 1 (Richmond Region) was awarded $1.5 million to connect 14 localities using the Commonwealth’s Link for Interoperable Communications (COMLINC) that uses voice of internet protocol (VOIP) technology to connect disparate radio systems.
  • 46 localities received a total of $3.7 million to support local voice and data communication projects by the State Interoperability Executive Committee (SIEC).
  • Commonwealth Interoperability Coordinator’s Office (CICO) received a $993,000 NIJ Interoperability Grant to support CICO operations and local demonstration projects
  • Commonwealth Interoperability Coordinator’s Office (CICO) received $734,000 from the Commonwealth Preparedness Working Group (CPWG) to fund implementation of the FY 2006 Statewide Strategic Plan for Interoperable Communications
  • Commonwealth Interoperability Coordinator’s Office (CICO) received a $890,000 Community Oriented Policing Services (COPS) Technology Interoperability Grant to fund implementation of the FY 2007 Statewide Strategic Plan for Interoperable Communications
