Guidance for Local Agencies

This website provides guidance for local agencies to migrate from coded language systems to the common language protocol.  There are three ways to begin your migration:

• Download the common language one-pager to read general information regarding the protocol and guidance for migration.

• Download the common language guidance document.  This document was developed based on best practices demonstrated by agencies within the Commonwealth that have made the change from coded language systems to common language.

• Download case studies and additional documents from localities that have already migrated from coded language to common language.
