800MHz Issues and Concerns


As the map of project implementation shows, most states share borders with states that -- until the entire conversion process is complete -- will be in differing phases of reconfiguration. For example, Virginia is a Wave I state that shares a border with a Wave II state (West Virginia) and a Wave III state (North Carolina).  Concerns have arisen over the viability of border communications as states shift from old to new spectrum band locations:  Will border forces be able to communicate with each other when they are in differing bands? What might states do to avoid these potential problems?
